That photo was taken in the museum in London, England. See Mikhail Mikhailovich ADAMOVICH. The plate dates not earlier 1923 (because of USSR-abbreviation on it). It is example of so-called 'Soviet Agitational Porcelain' (it had to be described in w:ru:Советское искусство#Агитационный фарфор /unfortunately it hadn't been done yet by 23-10-2012/). It is really interesting because the poverty was such -- after the Russian Revolution and following Civil War in Russia (probably hadn't finished yet at that moment) -- that most people wouldn't have had decorative dishes like this. This 'communist' imagery actually was intertwined with political purpoce. There were produced various thematic series of Soviet Agitational Porcelain devoted some events and thematic. By USSR-abbreviation on it they could say that the imagery is tied to worldwide messages about just happened USSR foundation by and for common people -- who usually wouldn't have had plates like these -- images at the plate symbolise main sorts of liberated by the revolution labour in the new country. For a long time Soviet Agitational Porcelain had been represented at Soviet foreighn exibitions, and had been a type of Soviet export.
